Morenci Home Improvement Partnership Program

The City of Morenci is making progress with the Morenci Home Improvement Partnership (MHIP) Program, funded through a $1.18 million Community Development Block Grant (CDBG) from the Michigan State Housing Development Authority (MSHDA). The program is expected to assist approximately 40 middle- to low-income households with essential home improvements that enhance safety, comfort, and energy efficiency.

The City has completed the Request for Proposals (RFP) process and selected Community Action Agency (CAA) to serve as the program’s third-party administrator (TPA). CAA will manage program outreach, applications, contractor solicitation, and ensure compliance with MSHDA requirements. A Phase 1 Environmental Review is underway, a required step before funds can be released. The MHIP Program is anticipated to open during the month of April.

Eligible improvements address health, safety, and code requirements, including roofing, siding, windows and doors, porches, heating and cooling systems, accessibility upgrades, and lead, asbestos, or radon mitigation when part of other rehab work.

CAA is now soliciting contractors to perform the repair work. Contractors must be licensed in the State of Michigan, EPA RRP certified, and carry commercial liability and workers’ compensation insurance.
